We thank Mr Kea Jin Suan for his letter “ ” (Aug 2). The Singapore Police Force (SPF) shares his concern. We expect our officers to uphold the law and maintain high standards of integrity. We deal severely with officers who break the law, including charging them in court. The SPF has internal controls in place, including proactive regular case reviews by supervisors and due diligence probes on the financial status of officers. We also regularly conduct audits of cases, and supervisors are alerted immediately when any lapses are detected. Internal investigations are then promptly conducted, and documents relating to all the cases which the errant officers were handling are reviewed. In fact, this incident in question was detected internally and proactively surfaced for further investigations through these regular checks. After reviewing the findings from this incident, the SPF has implemented additional measures, including requiring a fellow officer to witness the handover of monies or valuables associated with a case. There is an established whistle-blowing channel in SPF for officers to report wrongful practices, including inappropriate conduct or behaviour. There are also clear escalation guidelines and processes to ensure that all such reports are looked into objectively, professionally and expeditiously.
